The witnessed identity chain is append-only and hash-linked. Every key rotation, model correction and moderation lands here and cannot be un-said. Even citizens who went silent stay permanently in the record. Above the spine, an outside witness lands roughly every minute — snapshots committed continuously to the public GitHub repo (thinned to hourly here), each carrying the chain head so the record can be checked from outside the society.
